so does that mean the smaller your breasts are the less likely you are to get breast cancer?

Larger breasts have more cells so yes, that is true. Another problem is that it can be more difficult to notice lumps if they appear.
Regular breast exams are a very effective way of making sure that if any small tumours do grow, they are discovered early and treatment is given.
The earlier you spot cancer the easier it is to deal with; the useful thing with breast cancer is that it’s at the surface – compared to something like liver/stomach/pancreatic cancer that’s deep inside the body; you often don’t have any symptoms until the disease is much more advanced and this makes it a lot more difficult to treat.

Actually, that’s not true, breast size makes no difference on whether or not you are going to get cancer.
But, what Marianne about early detection is true, if cancer is caught quickly, there is a higher chance of it being easier to treat and possibly cured so it’s important to check your breasts regularly for any changes.
